The Senior HR Business Partner provides critical Human Resources for the Broadway Subway Project. The Broadway Subway Project is a 5.7 km extension of Vancouver’s Millennium Line, stretching from VCC–Clark Station to Arbutus Street. The alignment includes a 700 m elevated guideway followed by approximately 5 km of tunnel running beneath Broadway, one of the busiest transit corridors in Canada.
The Sr, HR Business Partner position is a generalist role and will contribute as a key member of the Human Resource Team in the delivery of full-scope HR management processes and practices, while also actively contributing to the success of ACCIONA’s people strategy at the project level. This role will have a focus on talent acquisition, employee relations & labor relations, training & development, personnel management and HR administration.
This role is based on site.
Job Description
Key Responsibilities:
Talent Acquisition & Onboarding:
- Lead end-to-end recruitment processes in coordination with hiring managers, ensuring all approvals and documentation are completed.
- Develop and maintain applicant databases, screen resumes, coordinate and conduct interviews, perform reference checks, and prepare offer letters.
- Support onboarding processes, including relocations where applicable.
- Conduct new hire orientation presentations.
- Work with external recruitment partners as needed.
Employee & Labour Relations:
- Act as a key advisor to site management on HR best practices, employee engagement, and workplace conflict resolution.
- Interpret and administer collective bargaining agreements; support grievance and arbitration processes in coordination with the HRBP – Employment & Labour Relations.
- Manage disciplinary actions and progressive discipline processes, ensuring fairness, documentation, and compliance.
- Monitor employee morale and proactively address potential employee relations issues to mitigate risk.
- Partner with management to develop and implement retention strategies.
Project-Level HR Program Support:
- Support the deployment of ACCIONA corporate and project-level HR programs, policies, and initiatives.
- Collaborate with operational leaders to embed HR practices into daily project execution and decision-making.
Training & Development:
- Identify training needs at individual, team, and project levels.
- Recommend and help coordinate relevant training programs and evaluate their effectiveness.
- Maintain accurate training records.
Compliance & Administration:
- Maintain and organize personnel files and HR documentation in accordance with audit and legal standards.
- Accurately enter, update, and audit employee data in Workday, ensuring integrity across employee life cycle events (hiring, job changes, terminations, etc.).
- Use of Workday as a core HRIS for reporting, documentation, and workflow management.
- Participate in internal and external audits, including quality, IRCC, and regulatory bodies.
- Manage work permit and immigration-related processes in coordination with legal advisors and external consultants.
- Investigate and verify BCIB invoicing in accordance with agreement terms.
Collaboration & Reporting:
- Provide support to other HR team members as required, including coverage for the HR Manager.
- Be an active member of ACCIONA’s broader HR function; participate in team meetings and contribute to initiatives.
- Prepare HR reports, analyze metrics, and contribute to workforce planning and forecasting.
- Collaborate cross-functionally to ensure project HR needs are aligned with organizational priorities.

Required Skills and Competencies
· Post-secondary education in Human Resources, Industrial Relations, Business Administration, or a related field.
· CHRP designation (or working toward it) is an asset.
· 4–6 years of progressive HR experience, ideally in a generalist capacity with exposure to both strategic and transactional HR.
· Demonstrated experience working in a unionized environment, including knowledge of collective agreements, grievance procedures, and labor legislation.
· Proven ability to build trust and credibility with diverse stakeholders including management, employees, and external partners.
· Strong knowledge of employment standards, human rights legislation, and workplace health & safety regulations in British Columbia.
· Experience with Workday or another major HRIS platform, with the ability to generate reports, maintain data accuracy, and optimize system usage.
· Excellent interpersonal, communication, and conflict-resolution skills.
· Strong organizational skills with the ability to manage competing priorities and meet deadlines.
· Experience supporting large-scale infrastructure, engineering, or construction projects is preferred.
· Ability to work independently on-site in a dynamic, fast-paced, and evolving project environment.
· High level of discretion and professionalism when handling confidential information.
· Experience working in the construction, infrastructure, or engineering sectors is preferred.
