Position Overview 

The People Services Lead, Japan is an integral part of the APAC People Services team and is primarily responsible for delivery of all employee life-cycle processes and general HR services for the Japan market. This role partners closely with the People Consulting team, COE, Facilities, IT, Legal, Finance, Procurement, Vendors, etc. to deliver a great employee experience and ensuring the HR processes are well-oiled for compliance, effectiveness, and efficiency. The People Services Lead acts as a local subject matter expert in the areas of HR Operations, Benefits Administration, HR Compliance, Statutory Reporting and Vendor Management and brings rich experience in all of these work areas. In addition, when operational challenges occur, the People Services Lead will supervise the root cause analysis and monitor progress of follow up actions.


  • Manage and deliver the end-to-end process for onboarding & offboarding
  • Statutory and corporate benefits programs administration, including but not limited to benefits enrollment/de-registration for new hire/retired employee, benefits contracts renewal, invoicing/payments, answering employee inquiries/escalations, etc
  • Work closely with Singapore payroll team on monthly payroll data input
  • Manage leave process and support employee on the government allowance application process
  • Support People Consultant on redeployment projects and involuntary terminations
  • Manage and implement the annual medical check program
  • Manage and implement the annual employee stress check program
  • Ensure the accuracy and timely submission of any government reporting
  • Provide support on internal and external audit as needed
  • Be the point of expert guidance/escalation or contact for all local government agencies/labor authorities for any HR related matters
  • Be the point of contact for enquiries/service request routing from Tier 1. Escalation point for Tier 1 and a senior member of the local HR services team
  • Provide coaching and cross-training to Tier 1 on HR case management and for support on ad hoc HR Program rolled out
  • Drive local employee communication in partnership with People Consulting & COE
  • Build good relationship with internal stakeholders
  • Manage external vendors to ensure their services meet SLA
  • Continuously streamline and optimize current operational process
  • Partner and support in regional and global People programs/projects through the provision of country requirements and involvement in User Acceptance Testing
  • Accountability of up-to-date SOPs, local HR policies, guidelines, and internal documentation, ensuring quality assurance

Minimum Qualifications

  • Experience working in a multi-national environment, and fast-moving services businesses with a Shared Service model or a mix of decentralized and centralized HR Operating models is advantageous
  • Minimum of 5 years of experience in HR Operations
  • Excellent interpersonal skills with a high degree of tact and diplomacy
  • Excellent listening, written and verbal communication skills
  • Detail-oriented with high level of accuracy
  • Forward thinking, proactive, driven, and resourceful team player who is also able to work independently under high pressure situations
  • Strong problem solving and analytical skills
  • Strong capability to build trusted relationships, and manage stakeholders across a matrixed environment
  • Passionate about identifying opportunities for continuous improvement, providing recommendations on suggested approaches
  • Working knowledge of Microsoft office (Word, Excel, PowerPoint, Outlook), Workday experience is a plus
  • Fluent in English
