Summary
The Human Resources Partner primarily performs recruitment activities. The incumbent will be responsible for performing the full cycle of recruiting to include attracting, screening, selecting, and onboarding qualified candidates. Provides guidance to hiring managers to ensure the most qualified applicants are selected. Provides HRIS support to departments on utilizing HRIS systems. Also responsible for responding to general questions on HR policies, procedures and programs. Provides information and assistance to all employees and the general public regarding Human Resources recruitment activities and vacant positions for assigned areas. Performs a variety of tasks requiring specialized knowledge.
The HR Partner position is in person for the initial 90 days
Essential Functions
Works with hiring managers on all activities related to recruiting and hiring by:

Collaborates with and provides guidance to hiring managers throughout the recruitment cycle, ensuring equitable hiring practices are applied.

Advertise internally and externally for vacant positions utilizing the Workday HR Recruiting applicant tracking system. Ensures job titles and job posting templates are consistent with best practices for both faculty and staff positions and are consistent with the University’s Pay and Titling Guidelines. Advertises vacant positions on specified websites as requested by hiring managers and ensures cost center information is submitted to the AVPHR for budget chargebacks.

Develops questionnaires for vacant positions in order to use as a filter for applications.

Review applications and resumes daily, determining eligibility based on qualifications. Dispositions qualified candidates to the hiring manager via Workday HR Recruiting and notifies candidates not selected.

Conducts background checks for all new/rehires as required. Adjudicates background check results in accordance with policy. Conducts ad-hoc background checks as needed for contingent/volunteer workers using the HireRight background check system. Notifies applicants and hiring managers of clearance.

Conducts preliminary phone interviews when applicable. Serves on search committees as needed.

Ensures compensation for new hires are equitable and fall within the Universities pay and titling guidelines. Generates offer letters as required.

Verifies the authenticity of candidate/employee IDs for Form I-9 and conduct re-verifications as necessary. Ensures unexpired IDs are presented in their original form within three business days of hire in accordance with the Immigration Reform and Control Act. Scans copies of identification into the employee's Workday profile. Responsible for entering identification documents in Workday and reviews E-Verify results.

Schedules Teams meetings with off location new hires for virtual I9 verification.

In collaboration with the Talent Acquisition Manager, responsible for researching and processing USCIS Department of Homeland Security cases and contacting employees as necessary (e.g., Tentative Non-Confirmation).
Performs various functions in the HRIS system to include:

Performs various functions in Workday HCM/Recruiting such as creating job requisitions, referring applicants, inviting candidates to apply, approving/reviewing various business processes to include promotion, job change, transfer, hires, etc… Occasionally performs other BPs, such as one-time payments, contract payouts, terminations, etc…

Reviews TeamDynamix ticketing system and responds to all open tickets for designated areas within 72 hours.

Testing new Workday Releases for functionality and potential implementation. Utilizes Workday Community for learning best practices and keeping up-to-date on relevant Workday information.

Performs audits as needed for IPEDS/SOC codes, Overdue I-9s, and data clean-up.

Collaborates with and guides supervisors and employees on the hiring process and HR related matters. Proactively communicates the business needs of the unit to the respective areas within HR.

Establishes partnerships with hiring managers & recruiting coordinators by conducting weekly/monthly meetings to understand objectives, gain business knowledge, and provide value-added services for recruitment efforts, staffing needs, and workforce planning.

Maintain an effective level of business literacy about the business units’ plans, culture, its competition, and financial position.

In collaboration with the Associate Vice President of Human Resources and the Manager of Talent Acquisition, participates in business unit restructures, workforce planning, and succession planning.

Identifies training needs for business units and individuals alike and provides data to the Director of Organizational Development & Training.
Performs various recruiting activities to include:

Conducts one-on-one Workday HR Recruitment training sessions for hiring managers and end-users as needed.

Attends job fairs as required.

In collaboration with the Associate Vice President of Human Resources and the Manager of Talent Acquisition participates in the development of a recruitment and retention strategy, which will include developing an employment brand and ensuring an engaging onboarding experience. Actively participates in talent acquisition strategies that will target a diverse pool of qualified applicants.

Maintain up-to-date with all federal and state regulations (i.e., EEO, FLSA, Wage & Hour, Title VII, etc…)

Researches outside temporary staffing agencies to fill position vacancies as needed.

Assists with various projects as assigned, such as EIB loads for faculty rank promotions, and data changes as requested by Academic Affairs.
Qualifications/Requirements
-
A Bachelor's in any discipline is required and 3 years of relevant experience.

3-5 years of experience in Administration, Financial Aid, or Human Resources may substitute the bachelor's degree requirement.

This position requires a high level of analytical skills to problem-solve a variety of Human Resources related challenges and provide sound judgment in decision-making. This position requires the ability to identify and resolve problems in a timely manner while gathering and analyzing information skillfully.

Proven ability to take initiative and prioritize actions while managing numerous tasks. Proven ability to multi-task and work in a team environment.

This position requires proficient use of the Microsoft Office suite to include Word, Outlook, Excel, and PowerPoint.

Workday Human Capital Management and workday Recruiting experience preferred.

Ability to learn Colleague-Ellucian, TeamDynamix, and other platforms related to Human Resources.

This position requires strong communication skills both written and verbal. This position requires an individual who speaks clearly and persuasively in positive and negative situations. Must have excellent presentation skills.

Provide excellent customer service to all University constituents. Follow up on inquiries on time. Diffuse irate situations in a calm and solution-focused manner. Displays a positive and welcoming demeanor to students, faculty, and staff.
