Position Summary

Blucora a parent company of Avantax Wealth Management, Avantax Planning Partners, and TaxAct is seeking a Benefits Manager that will manage day-to-day benefit administration and implementation of programs and lifecycle processes needed to administer and optimize the sponsored health, leave of absence, wellness, and retirement plans. This position will work closely with internal business partners across the organization to continually enhance and improve Blucora’s health programs for our team members and their families, while ensuring programs remain innovative, competitive, in compliance, and aligned with strategic business objectives. Will partner with external vendor partners to administer benefit programs and provide day-to-day oversight. Will be an active partner to the HR leadership for benefit renewals and will own open enrollment lifecycle program management and execution.

Essential Duties and Responsibilities

  • Manages benefits program to include day-to-day administration, open enrollment, benefits education, Intranet benefits website, compliance, claims resolution, change reporting, invoicing and budget management.

  • Administer various-sponsored benefit programs including health and welfare, disability, FSA, 401K.

  • Ensure benefit plans follow all legislation and proactively manage compliance to ensure records, processing and procedures meet or exceed compliance standards (e.g., HIPAA, DOL, etc.).

  • Ensure communications to employees are understandable, straightforward, and compliant.

  • Provide program level guidance and direction to vendor partners administering benefits programming and outsourcing support, e.g., Absence Management Services, Benefits Administrative Services, etc.

  • Recommend and implement benefit strategies, initiatives, policies, and objectives.

  • Leverage quantitative and qualitative analysis to inform and drive decisions and recommendations; assesses the use of metrics within the various functions of Benefits to determine what is required to monitor program impact and efficiency.

  • Oversees benefits compliance with federal and state regulations, staying ahead of Healthcare reform and educating team members on the impact of the legislation.

  • Oversee and participate in regular audit controls concerning benefit administration.

  • Participates the design, development and preparation of benefits related reports (e.g., benefit metrics, flexible spending non-discrimination testing, participation analysis, benefit costs).

  • Analyzes benefits experience for cost-control and risk-assessment factors.

  • Coordinate and ensure compliance with Affordable Care Act, ERISA, Department of Labor, and Internal Revenue Service. (E.g. plan documents, annual 5500 filings, responses to legal agencies, etc.).

  • Responsible for developing and leading training, communicating, and educating both leadership and employees on the benefit package.

  • Manage vendor relationships to include researching and implementing new offerings, meeting with vendors for quarterly or annual review.

  • Maintains plan documents, summary plan descriptions, communications materials, required legal notices and administrative forms.

  • Manages the annual benefits open enrollment process. Develops and publishes communication materials for program updates.

  • Creates and maintains recordkeeping systems and procedures on insurance coverages, billing, and transfer of data to carriers, 401(k) plans and team member transactions/activities such as new hires, promotions, transfers, and terminations.

  • Manages administration of the 401(k) plan, including enrollment of new team members, 401(k) loan or withdrawal processing, communications related to ERISA notifications and investment changes. Partners with our 401(k) plan advisor on providing education on the 401(k) plan to our team members.

  • Assists with the annual Plan audit and oversees the discrimination testing.

  • Oversees the preparation and submission of government-mandated reports and communications to team members.

  • Assists HR leadership in managing vendor relationships.

  • Serves as a role model by demonstrating mastery as a strong benefits practitioner, including being well versed in self-funded benefits plans, ongoing development of their craft and understanding industry trends, ensuring timely follow up, and acting as a liaison to ensure strong customer experience, good communication along with resolving any administrative issues.

  • Stay abreast of best practices and industry trends; participate in professional associations as well as informal peer networking and maintain an ongoing awareness of best practices and trends, regarding benefits; guide business, finance, and HR teams in this area, providing insight, analysis, and recommendations.

  • Limited travel possible. 

  • Other duties as assigned.

Education and Experience

  • Bachelor’s degree in Business Administration, Human Resources, Accounting, or equivalent experience required; Master’s Degree in Business, Human Resources, or Accounting preferred.

  • Ten (10) years’ experience with benefits administration, including administering self-funded benefit plans.

  • Working knowledge of benefits administration practices, such as billing for self-funded benefits plans, leave of absences, open enrollment cycle preparation and execution, facilitating employee questions, state, and federal compliance, vendor management, etc.

  • Experience with Workday, Word, Excel, and with any health and benefit related database programs.

  • Knowledge of Company policies/procedures & benefit package.

  • Ability to handle sensitive information in a confidential manner.

  • Strong organizational skills.

  • Well-developed interpersonal skills to effectively communicate with people in potentially stressful situations.

  • Ability to consistently meet daily, weekly, and monthly deadlines.

  • Confident communicator (including both written and verbal skills) who can effectively present to all levels of the organization.

  • Strong business acumen with ability to acquire a thorough understanding of the company’s operations, as well as the Human Resources organization and programs.

  • Proven ability to influence decision-making at all levels within the organization.

  • Consultative style and approach with proven ability to develop credible relationships and business partnerships.

  • Demonstrated ability to diagnose benefit administration issues, develop solutions, and implement intervention plans and actions.

  • Capable of leveraging metrics and drawing insights from data and information to enable informed decision-making.

  • Must be customer-focused, flexible, receptive to feedback, open to change, and execute with exceptional experience-orientation.

  • Must have the ability to work on multiple projects at once and meet tight deadlines without compromising integrity and quality.

  • Ability to think and operate strategically and develop programming with long-term, sustainable business impact.

  • Proficient with Microsoft Office Suite or related software.

  • Experience leading large-scale change management initiatives, using proven change management principles, tools, and methodologies.

  • Experience working within a Center of Expertise (COE) human resources operations structure is preferred.
