Job Title:  Recruiting Manager

Buncombe County Government is hiring our first Recruiting Manager (Talent Acquisition Manager) to build a world-class and forward‐thinking recruitment team! In this hands-on role, you will supervise our recruiters, support the day-to-day recruitment functions and identify and drive diversity recruiting initiatives and data driven process improvements. The successful candidate will be relationship driven and customer-focused, be innovative as well as a strategic thinker, able to drive social recruiting strategies and know how to manage, mentor, and guide others through the entire recruiting life cycle.

Minimum Education, Training and/or Experience:  

Bachelor’s Degree in related field and five (5) years of Human Resources experience focused on strategic talent acquisition, including two (2) years of supervisory experience; or an equivalent combination of education and experience.

Purpose of the position:

This position is responsible for managing and continuously improving the processes and tools to identify, attract and onboard top talent for Buncombe County government. This position collaborates with stakeholders across our organization to understand their unique hiring needs. This is a newly created position, with the goal that the Talent Acquisition Manager will assess our current state, find opportunities for improvement, and implement a new strategy for the County’s end-to-end hiring process.

Essential Functions:

  • Proactively drive and manage all day-to-day recruitment activities; Develop position profiles and postings that are attractive to potential candidates; Source candidates through job postings, referrals, and direct sourcing (e.g., social media, networking, cold calling, etc.) which cultivates a diverse job candidate pipeline; Partner with the County’s DEI Office to support the organization’s focus on talent diversity, equity and inclusion initiatives and goals.

  • Leverage technology for optimal candidate relationship management and experience; Works closely with the HRIS Manager on enhancements to Workday Recruitment and rolls out technology tools where advantageous.

  • Drive process enhancements and ensure state and federal compliance across the talent acquisition lifecycle through the development and review of SOPs for all talent acquisition functions;  Track and analyze strong portfolio of talent metrics to measure and quantify success, influence talent strategies, and educate partners on key performance indicators (KPIs).  Provide timely reporting of key metrics and insights to drive decisions and improve processes

  • Partner with leaders across the organization to understand hiring objectives and develop recruiting strategies to secure the best candidate for each vacancy; Provide a high touch, positive experience for every candidate. 

Knowledge, Skills and Abilities:

  • Strong knowledge of US and North Carolina employment law.

  • Self-directed, has excellent initiative and organizational skills including experience in meeting deadlines.

  • Excellent written and verbal communication skills Highly proficient in Microsoft applications as well as self-motivated to learn other technologies that increase efficiencies.

  • Strong attention to detail with a high level of personal ownership and the ability to pull and analyze data for leadership level. Ability to manage competing priorities.

  • Demonstrated ability to take initiative, work independently and influence internal partners at various levels within the organization to effectively make change recommendations. Builds and maintains strong relationships with all stakeholders.

  • Ability to look at the bigger picture within HR and the Organization.
