The Department of Finance’s Division of Risk Management and Workers’ Compensation oversees the identification, analysis and management of the city’s risk and exposure to loss related to the activities of the city and its departments, agencies, and employees.

The Subrogation Recovery Specialist (SRS) is responsible for identifying, evaluating, and pursuing subrogation opportunities to recover funds on behalf of the City. This role involves reviewing claim files, gathering evidence, communicating with stakeholders, and negotiating settlements to maximize recovery.

Key Responsibilities:

  • Claim Review: Analyze workers' compensation, auto accident, and property damage claims to determine subrogation potential.

  • Investigation: Gather and analyze evidence including, but not limited to, police reports, witness statements, medical records, supervisor reports, vehicle telematics, security camera video, and other relevant documents.

  • Stakeholder Communication: Engage with claimants, attorneys, fleet management, facilities management, City adjusters, and third-party insurers to obtain relevant information and settle claims.

  • Recovery Analysis: Assess the potential for recovery through insurance, restitution, or collections.

  • Auto/Property Subrogation: Refer claims to the auto/property subrogation contractor, act as liaison between the city and contractor, attend restitution hearings on behalf of the city, and attend monthly claim status meetings.

  • Documentation: Maintain detailed records of subrogation efforts in the City's risk management information system (RMIS).

  • Legal Compliance: Ensure compliance with relevant laws and regulations.

  • Negotiation: Negotiate settlements with third parties to recover funds efficiently and cost effectively.

  • First Contacts: For Workers' Compensation claims with subrogation potential, the SRS will proactively contact injured employees to obtain information prior to adjuster outreach as part of the First Contact program.

  • Continuous Improvement: Identify opportunities to improve subrogation processes and implement best practices.

  • Ability to work independently and as part of a team

We are looking for a collaborative, organized and motivated team member who enjoys building relationships and working with all levels of an organization to join our team. The successful candidate will have excellent decision making and critical thinking skills, and the ability to communicate effectively with employees, peers and leadership. Customer service is crucial. In addition, our ideal candidate will have the following:

  • Knowledge of subrogation principles and practices

  • Experience in claims handling or legal field preferred, including personal injury claims

  • CSRP certification preferred, with willingness to pursue continued education

  • Working knowledge of Microsoft Excel, PowerPoint, SharePoint.  Ideally, Workday Financials and Risk Management Information Systems such as Riskonnect

  • Strong analytical and problem-solving skills

  • Excellent communication (written and verbal) and negotiation skills

  • Ability to work independently and as part of a team

  • Strong time management skills

  • Experience Requirement: None

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.
