Job Description:

POSITION OBJECTIVES

This professional position is responsible for complex administrative and technical work in the coordination and execution of a variety of human resources programs and activities including but not limited to human capital management, compensation, benefits, onboarding, talent, performance, time and absence

QUALIFICATIONS

Education and Experience

  • Bachelor’s Degree in Human Resource, Industrial & Organizational Psychology or related field
  • Five (5) years of related experience; or
  • Equivalent combination of education and experience.
  • Certifications, Licenses, and Registrations
    • Valid Florida driver’s license.
    • Ability to obtain Professional in Human Resources (PHR) certification, SHRM-CP or other relevant HR certification within 12 months.
    • Workday Pro certification preferred.

ESSENTIAL FUNCTIONS

  • Serve as a resource for managers, employees, and the general public for information in relation to HR policies & procedures and interprets as necessary
  • Oversee and verify for accuracy various functions in the HR software system to include onboarding employees, employee job & personal information changes, compensation plans, benefit programs, and talent & performance management
  • Administers all employee insurance programs including new hires, terminations, Open Enrollment, IRS Qualifying Life Events, COBRA and retiree coverage
  • Update & test configuration changes and recommends business process changes to HR software system including eligibility and conditional rules governed by City policies
  • Ensure City compliance with federal and state laws, including regulatory concerns and reporting requirements, such as those required by the EEOC
  • Conduct face to face onboarding meetings with new hires and outprocessing meetings with employees separating service
  • Inform appropriate City staff, employees, outside entities, and the general public of technical information in relation to human resources, personnel policies, procedures, and transactions
  • Track and analyze HR performance metrics
  • Develop and provide specialized reports as required
  • Collaborate with staff to identify process and related system improvements
  • Performs general clerical and administrative tasks for the division but not limited to including answering the main phone line, greeting employees and applicants at the front counter, and making copies as required
  • Cross train in other areas of HR to improve overall knowledge and increase division efficiencies
  • Perform related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.

It is a requirement of this position to be a part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary, shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration.

SUPERVISORY RESPONSIBILITIES

There are no formal supervisory duties required under this position.

Knowledge, Skills, and Abilities

  • Knowledge of principles and procedures for recruitment, selection, training, compensation and benefits, labor relations and negotiations, and Human Resources information systems
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resource modeling, leadership technique, and coordination of people and resources
  • Knowledge of federal, state and local statutes, regulations and ordinances related to employment and personnel practices
  • Knowledge of government structure, function and organization as related to the city including their policies and procedures (i.e. collective bargaining agreements and Civil Service Rules)
  • Ability to pay close attention to detail
  • Ability to keep information confidential
  • Ability to read, analyze, and interpret work related documents
  • Ability to communicate effectively both orally and in writing
  • Ability to comprehend and apply principles of mathematical concepts as applied to this position
  • Ability to identify problems and review related information to develop and evaluate options and implement solutions that are in accordance with laws, ordinances, and established principles
  • Ability to use independent judgment and exercise discretion in the performance of duties
  • Ability to establish and maintain effective, professional working relationships
  • Skill in organizing, prioritizing, and multi-tasking
  • Computer skills, including experience in software applications appropriate to this position such as Microsoft Office Suite and Workday
  • Knowledge of administrative and clerical procedures and other office procedures and terminology

PHYSICAL DEMANDS

  • While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle or feel objects, tools, or controls; and talk or hear.
  • The employee is occasionally required to stand, walk, reach with hands and arms, and stoop, kneel, crouch or crawl.
  • The employee must occasionally lift and/r move up to twenty five (25) pounds.
  • Specific vision abilities required by this job include close vision and the ability to adjust focus.
  • Driving may be required periodically.

Compensation Details:

Typical working hours Monday-Friday 8am-5pm

$43276.00- $47603.00
