The Association HR Coordinator will provide administrative support, management, and coordination in the following areas including: performance and talent management; productivity, recognition and morale, internal and external audits, data management/generating reports, occupational health and safety, leave and benefits.
This position will perform a moderate amount of highly complex tasks to support the Association within the Human Resources area. This position will work closely with the Human Resource Director to ensure that functional area best practice recommendations under established time frames. This position will perform job duties with a high level of initiative and discretion while maintaining a high confidentiality level.

The Association HR Coordinator will perform routine tasks required to administer and execute human resource programs including but not limited to:
• Using the HR software for data entry, employee updates, report management and audits
• Maintaining and updating employee information in the HR Software
• Employment Verifications
• Assisting with employee performance management process
• Coordinating Surveys and data management
• Expediting internal and external employment-related inquiries
• Maintaining compliance with Federal, state, and local employment laws and regulations, and recommended best practices
• Assisting the Human Resources Director as necessary
• Managing all internal transfer requests
• Participating in recommending and developing employee relations practices
• Maintaining job requirements and job descriptions for all positions
• Assisting with Worker’s Compensation process
• Assisting with the management of employee leave of absence process
• Conducting and analyzing exit interviews
• Generating communication correspondence
• Maintaining day to day employee Matrix for the association

    

Required Qualifications:

  • Associates Degree or Equivalent Education or experience relevant to the role of the position.

  • 1-4 years experience in Human Resources.

  • Proficient in computer operations of the Windows operating system, Microsoft Office Suite including Excel.

  • Ability to communicate clearly.  Verbally and written to understand and effectively carry out standard programs and instructions.

  • Must demonstrate a high degree of accuracy, integrity, sound professional judgment, tact, maturity, and the ability to handle confidential, sensitive information.

  • Ability to organize, manage, and prioritize multiple tasks, deadlines, requirements, and priorities to complete work promptly and within established deadlines.

  • Ability to work in an office setting, with occasional to frequent distractions and opportunities to demonstrate positive collaboration amongst staff, visitors, and the public

  • Ability and willingness to work with diverse audiences and maintain cultural sensitivity.

Preferred Qualifications:

  • ·Prior knowledge of HR and payroll processes

Responsibilities/Essential Functions:

Administrative Responsibilities:
 

Administrative Direction – 5%

  • Assist HR Director with planning the roll-out of HR systems, transactions, and related policy changes, such as Workday.

  • Assist HR Director with anticipating and planning for overall Association staffing needs.

  • Assist with developing training materials and strategies to enhance the HR knowledge and expertise at the local level.

Administrative Management – 30%

  • Serve as the Association Human Resources Representative under the direction of the HR Director.

  • Assist with advising employees on Human Resource policy and procedures as necessary.

  • Ensure that the Association complies with required Affirmative Action, Diversity and Inclusion Plan (AADIP), and other required Civil Rights plans & postings.

  • Ensure that all required civil rights and employment information are posted clearly in the office.

  • Assist HR Director in ensuring all benefits are administered promptly with Association, Cornell University, Cooperative Extension Administration policies, and state or federal laws.

Administrative Coordination/Operation – 60%

  • Provide Human Resources functions including, but not limited to:

    • Update legal postings as appropriate and implement Human Resources best practices as identified.

    • Process benefits with all new hires to comply with established policies and procedures.

    • Complete special reports and projects relating to Human Resources as appropriate, including Workday reports, social media posts, maintaining personnel files, filing, tracking mandatory staff training, and other projects that may arise.

  • Provide administrative support for Human Resources functions including, but not limited to:

    • Work in concert with HR Director to update policy manual.

    • Work in concert with HR Director to coordinate and implement all hiring procedures to include: creating and placing position advertisements, position announcements, supporting search committee chairs, conducting background screenings as appropriate, and maintenance of search files in order to meet the Association and system requirements.

    • Review and process Workday transaction approvals as assigned

  • Coordinate with HR Director affirmative action/EEO compliant hiring procedures to include position advertisements, position announcements, supporting search committee chairs, conducting background/DMV screenings, and maintenance of search files to meet the Association and system requirements.

  • Maintain all personnel files/records with the utmost confidentiality.

  • Forward motor vehicle screen data to PW Wood for clearance to drive on behalf of the Association.

Professional Improvement – 5%

  • Prepare for and actively participate in staff training and meetings.

  • Participate in staff evaluation processes as instructed.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

  • Health and Safety – Applied to all duties and functions.

  • Support the Association to maintain a safe living and working environment.

  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.

  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.
