As Talent & Learning  Program Manager you operate at the center of ING's Netherlands based Talent & Learning (T&L) team. The mandate of the global Talent & Learning team is to ensure we can attract, develop, engage and retain the most talented individuals and help them grow and develop with us. Our job is to unlock our people's potential, across all domains in the Netherlands.  

The team 

You will report directly to the Head of Talent & Learning Netherlands and you ill work in close partnership with the different teams both within our Netherlands T&L as well as in the broader HR domain: 

  • Our Talent & Leadership team, responsible for talent visibility, talent attraction and defining what it means to be an ING leader 

  • Our Growth & Careers team, in charge of talent development and career opportunities 

  • Our Diversity, Inclusion & Belonging team, focusing on structural and behavioural change. 

  • Our HR NL Leadership Team, focusing on setting and executing our people priorities.

Roles & responsibilities

This role is a pivotal part of the change agenda of the Talent & Learning team. You will drive end-to-end flawless implementation of new approaches to talent management, career development and diversity, inclusion and belonging being designed in the global Center of Expertise (CoE) and also on broader HR wide projects and deliverables in the NL HR team.  

Working in close partnership with the Talent & Learning leadership team, the specific responsibilities of the role include: 

  • Lead the program management of complex organizational change initiatives which require strategy, structure, systems, communication and change management skills to succeed. You will take a user’s view of the approaches we need to launch and sometimes design in partnership with global, ensuring everything from communication to tools to underpinning processes and systems are well considered and connected.

  • Ensure organisation readiness for the launch of new talent & learning solutions and other programs.  

  • Leverage and structure data from diverse sources to inform new approaches and to measure impact. 

  • Communicate and engage the organisation on new approaches, working in close partnership with our HR Communications & Brand Experience team where it considers local campaigns to Intranet presence to targeted materials. Ensure close alignment with everything being launched from the global CoE.  

  • Define clear outcomes that will both serve as guideposts for evaluation of impact and will inform program design and prioritization with stakeholders. 

  • Be a close partner to the global Change Portfolio Consultant in T&L to support and oversee the Netherlands part of the implementation on the mission-critical Talent & Learning Workday implementation roadmap for 2024-25.

To succeed in this role, you will be as comfortable with strategic thinking as you are with “getting your hands dirty”. Specific requirements: 

  • Bachelor / master’s degree.

  • 6+ years’ experience.

  • Exceptional program management skills, with proven experience creating impact via large-scale, company-wide projects in a global matrixed organization. 

  • Ability to balance multiple priorities in various stages of design and delivery.  

  • Experience with working with technical and data teams to implement new technology solutions to underpin implementation of new approaches. 

  • A diverse background that combines strategic change management with technical, communications, branding, engagement, behavioural change or talent development. 

  • Robust data analysis skills, with the ability to generate insights and identify root causes, build short and long-term plans and drive meaningful action. 

  • Ability to generate ideas and take organised action to see them through, as well as the commitment to refine and improve. This role isn’t for someone who wants to launch things and move on to the next challenge. 

  • The ability to build a broad network of productive and strong working relationships at all levels of the organization, including senior leadership. 

  • Excellent communication skills (verbal, facilitation, written and presentation), with the ability to balance diplomacy and challenge. 

  • Proven ability to operate/influence effectively in a matrix organization, as an autonomous self-starter.
