Job Summary:
We are seeking a thoughtful and creative Learning & Development Advisor to join our collaborative and values-driven Organizational Development team within the People and Culture Department. This role is ideal for someone who brings strong instructional design expertise and a passion for creating engaging, accessible learning experiences that support employee growth and organizational change.
Reporting to the Manager, Employee Learning & Development, this role will focus on the design and delivery of sustainable learning solutions and pathways by applying learning theories and leveraging emerging technologies. Much of the work will involve developing asynchronous learning materials that support employees in various aspects of their experience and roles, such as orientation to Langara as a new employee, using enterprise technology like Workday Student, or department-specific functions. You will build partnerships with subject matter experts and project teams to collaboratively create learning strategies and resources that are practical, relevant, and engaging.
As part of the Organizational Development team, you’ll contribute to a culture of continuous learning, influencing Langara’s learning and development strategy that is responsive to the evolving needs of the College. Duties and Responsibilities:
1. Strategic Support
-
Provide expertise in the design, development, delivery, and evaluation of employee learning and development Â
-
Research and recommend innovative, emerging, and leading practice trends, tools, methods, and strategies for professional development and workplace learning.

Identify opportunities and offer recommendations for potential innovations and applications to projects, programs and initiatives in alignment with the strategic objectives of the College.
-
Advise on and model the application of the evolving adult learning scholarship, instructional design, new technology, and emerging trends.
-
Advise on the development and refinement of policies, practices, programs, projects, and processes in support of team, department, and organizational strategic objectives.

Participate in the development, implementation, and evaluation of an annual calendar of professional and leadership development opportunities
2. Learning and Development Advising
-
Provide guidance, consultation, resources, and requisite expertise to facilitate the development of individual, team, and departmental performance in alignment with the strategic objectives of the College.

Identify opportunities for partnerships and projects.
-
Partner with stakeholders to identify employee learning needs and learning and development solutions.
-
Provide consultation to leaders for innovative, relevant, effective workplace learning solutions.
-
Provide pedagogically and technically informed consultation, education, training, support, and resources on learning technologies for employee development.
-
Provide consultation for learning and teaching with technology in face-to-face, mixed mode, and online delivery.
3. Design and Delivery
-
Create, conduct, and analyse needs assessments using surveys, focus groups, interviews and performance data to inform learning and development planning, design, and delivery.

Design, deliver, and customize workplace learning solutions in support of individual, team, departmental and college objectives.

Collaborate with subject matter experts to address departmental specific needs primarily focusing on creating and delivering online learning modules

Apply instructional design theories, practices, and methods to ensure relevant, interactive, engaging, and effective learning opportunities.

Apply principles of universal design for learning to ensure learning is accessible and demonstrates attention to decolonization, equity, diversity, and inclusion.

Utilize varied learning platforms, learning management systems, educational technologies and media to facilitate access, support inclusion, foster engagement, promote learning, and achieve learning outcomes.Â
4. Technology Integration in Learning Solutions
-
Design and develop high quality, effective, and accessible online learning experiences meeting SCORM and xAPI standards.
-
Identify, implement, and remain current with cutting-edge technologies to enhance instructional delivery (e.g., AR, gamification, adaptive learning platforms, multimedia, artificial intelligence, and data analytics).
-
Manage Learning Management Systems (LMS) to deploy, monitor, and evaluate eLearning content and troubleshooting technical issues.
-
Provide support and consultation to subject matter experts to maximize technology use in learning design.
-
Assist the Hub in identifying and maximizing technology in support of the employee learning experience.
-
Collaborate with the Manager (ELDH) on the selection, development, implementation, maintenance, evaluation, enhancement, and promotion of the learning management system, learning technologies, and educational media to support employee learning and development.
5. Evaluation and Quality Improvement
-
Create and customize dashboards to provide timely, accurate records of learning and development activity completion, progression, feedback, evaluations and other metrics as required.

Recommend, build, customize, and prepare reports for a variety of stakeholders and needs.
-
Use feedback and data analytics to continuously refine and improve programs, addressing any gaps or areas for improvement to ensure the programs remain relevant and effective.
-
Ensure attention to accessibility and adherence to WCAG (Web Content Accessibility Guidelines), equity, diversity, inclusion and Indigenization in all activities.
-
Make recommendations based on evaluation processes and results that inform ELD Hub and OD team ongoing strategic planning.
6. Perform other related duties or assist in projects, as assigned.
Qualifications Required:
Education & Experience
-
Undergraduate degree in related field including organizational behaviour/development, adult education, psychology, curriculum development, educational technologies, e-learning design, instructional design, etc.
-
Minimum five (5)Â years of progressive experience in learning and development, organizational design, and employee development.Â
-
Preference for experience in public sector or large, complex multi-union environments.
-
Demonstrated expertise in the design and delivery of a variety of learning and development programs, processes, resources, and tools in varied formats including f2f, online, and hybrid.
-
Advanced knowledge and application of adult learning theories, concepts, methodologies, practices, and strategies in development, delivery, and assessment of workplace learning solutions for a diversity of audiences and outcomes.
-
Practical experience utilizing project management principles, practices, and methodologies.
-
Demonstrated proficiency with varied e-learning tools to facilitate access, engagement, and learning – including learning management systems, content authoring tools, video conferencing platforms, collaboration tools, interactive learning tools, and assessment and evaluation tools.

Demonstrated practical experience with decolonization, equity, diversity, inclusion and belonging initiatives. Â
