Job Description:

This position is a supervisory unclassified position in the Payment section of Payroll.  This position is responsible for the payment of earnings for classified, faculty, professional, student and temporary employees for the Baton Rouge Paid campuses – LSU A&M in Baton Rouge, LSU Agricultural Center, and Pennington Biomedical Research Center, and LSU in Eunice, Alexandria, and Shreveport.  This position also manage the direct deposit function in Workday and the legacy system.

30% Supervises the processing of monthly payroll for academic and professional employees and biweekly payrolls for wage and student among multiple campuses and includes running the retro pay calculation (for corrections and adjustments to prior period payrolls).  Initiating the pay cycle event, resolving all error reports, and reviewing all audit reports.  Balancing the payroll runs and generating reports for distribution.

25% Calculates gross pay and related deduction manual inputs for late personnel actions not processed with the retro pay cycle, including partial payments with no transactions in the database when payrolls are processed.  Verifies academic and professional manual termination leave calculations.  Calculates net overpayments for late terminations, completes the bank request sheets to recoup, and prepares journal entries and letters to set up receivables for recoupments. Communicates extensively with over 300 LSU departments and employees regarding transactions and activities affecting payrolls.  Stays abreast of employment and tax laws and LSU policies.  Participates in seminars to provide guidance on payroll procedures to  departments and in applicable Workday testing.

20% Manages the direct deposit function in Workday including submitting the pre-note files and maintains changes to the legacy directory system for Bursar payments and refunds. Balances/audits daily correction and return reports. Requires an understanding of the National Automated Clearing Association(NACHA) rules and regulations and ACH codes. Works with employees and our representative from JP Morgan Chase to verify banking information. Creates required reversing entries for overpayments and the required ad hoc bank entries for bank returns and rejections of funds.

10% Balances and supervises taxable and nontaxable fringe benefits reporting.  Ensures all fringe benefits are loaded properly and included in employee income for W-2 reporting.  Requires working knowledge of IRS regulations on taxable and nontaxable income and of FASOP AS-12.  Provides input into required fringe policy and procedural changes.

10% Assists in balancing the professional and academic merit files.  Coordinates and balances the summer teaching budget load with HR and Budget and Planning. Plans payroll schedules by fiscal year for the regular and summer payrolls and loads those schedules in Workday.  Coordinates the various payroll runs so none occur on the same day or on a scheduled university holiday (per PM-5) or a Federal Reserve holiday.

5% Other duties and special projects as assigned by Payroll and Accounting Services management (as applicable).

Minimum Qualifications: Bachelor's Degree in Accounting or a related field, 24 hrs of college accounting courses, four years of professional level experience, 2 years in a supervisory capacity. Knowledge of Workday HCM, Payroll, and FIN in addition to some mainframe applications for historical information.

Physical Qualifications: This position requires the physical ability and eye-hand coordination necessary to use a PC, calculator, fax machine,  copier, telephone, and other office equipment.  This position requires the ability to sit in the same position for extended periods (3.5 to 4 hours) at a time using a calculator or entering data into the computer system.  This position requires the ability to communicate clearly and effectively through the use of phone, email, and direct contact with individuals (including conducting training sessions and presentations).  Scheduled or non-scheduled overtime may be required to meet the needs of the division. 

   

Additional Job Description:

This position is a supervisory position in the Disbursement Retirement Section of the Payroll office at LSU. This position supervises the daily operation of the salary audit function and is responsible for the  retirement administration, voluntary retirement plans, court ordered deductions and general payroll accounting functions for all 6 Baton Rouge Paid campuses, which are comprised of LSU A&M, LSUE, LSUA, LSUS, LSU Agricultural Center, and Pennington Biomedical Research Center.  The incumbent must work in a team environment, exercise good judgment and possess attention to detail skills. 

30% Supervises the Non-Insurance function of Disbursements. Performs the centralized accounting function for the following Retirement Plans for the 6 Baton Rouge Paid Campuses: Teachers Retirement Plan of LA(TRSL), Optional Retirement Plan, LSERS, and Deferred Compensation, and Social Security.  Monitors the retirement code changes for salaried employees across the 6 LSU paid  campuses for approximately 6500 salaried employees enrolled in those plans to ensure proper coding and contributions are withheld. Processes all necessary adjustments and refunds, excess contributions and establishes accounts receivables for amount owed.  Communicates with the employee and HRM Offices on retirement matters, reconciles, balances and remits employee and employer contributions for Teachers and ORP.  Reconciles salary amounts maintained on the TRSL data base to LSU records.  Monitors earnings limits and make necessary adjustments in the Workday system.  

30% Responsible for training new employees on the Salary Audit Function of Payroll, monitoring work load to ensure all deadlines are met, coordinates and approves leave request and performs annual employee evaluations. Oversees billing for other LSU system campuses, pay component balancing, payroll clearing, supervising teachers, and fiscal year end processes.  Oversees the accounting function for LASERS and court ordered deductions, monitoring work load to ensure all deadlines are met and payments made, coordinates and approves leave request and performs annual employee evaluations. 

20% Prepares employee earnings verifications and averages for retiring and terminating employees for the Teacher's Retirement System.  Reconciles the annual TRSL retiree salary audit file each fiscal year to clear up all discrepancies.  Communicates with HR and TRSL on any TRSL questionable years and coding issues. Monitors and creates retirement adjustments to withholdings to keep participants within their retirement limits.  Prepares year end reports for all retirement systems with applicable earnings, contributions and employer amounts.

20% Serves as the Department, Accounts Payable and Purchasing Liason to ensure that payments affecting TRSL are processed through the correct department such as Payroll or Accounts Payable. Performs other duties as assigned by Payroll and Accounting Services management (as applicable).
