The HR Officer will offer dedicated support to the HR operations of a number of Schools/Research Centers/Departments and is responsible for the processing all Recruitment (Research staff) transactions within the stipulated Service Level Agreements (SLAs).

The Executive/ Senior Executive, Research Staff Recruitment is responsible for the following:

 Service Delivery

  • Coordinate and manage the sourcing and selection process of Research candidates, which includes the following tasks:
    • Advertise vacancies based on prescribed requirements
    • Conduct pre-screening of applicants based on defined criteria 
    • Ensure candidate applications and documents are complete for the subsequent review by business units
    • Coordinate and manage candidate applications across business units
    • Key liaison person with candidates including making offer, and addressing candidates’ queries
    • Organise and upload of hiring documents for confirmed candidates, which includes the following tasks:
      • Prepare necessary documentations for new hires
      • Update Human Resource Information – Workday accurately
    • Work with the stakeholders to follow up closely on Probation and Confirmation

Service Excellence

  • Strive to meet Service Level Agreement (SLA) for HR services delivered by the HR Shared Services team, ensuring that customer needs and expectations are met (within resource constraints).
  • Work with HR Cluster Supervisor to contribute ideas and feedback in streamlining HR processes on areas of process improvements and standardizations.

Relationship Management/Customer Relations

  • Cooperate and build positive working relationships with peers to form strong teams.
  • Escalate and follow up to ensure closure on issues arising from HR activities.
  • Build strong working relationships by understanding the working culture and dynamics of each local unit.

Others

  • Undertake initiatives/projects across HR Shared Services team
  • Assist to review areas in SOP and improve the processes to improve efficiency and effectiveness of work
  • Guide junior staff on the HR processes and procedures
  • Handle enquires related to HR service delivery
  • Participate in HRIS enhancement testing

Requirements

  • Diploma in Business administration, Human Resources, Social Sciences, or a related discipline with 4 years of experience
  • Degree in Business administration, Human Resources, Social Sciences, or a related discipline with 2 years of experience
  • Good knowledge of general HR or HR transactional work
  • Preferably University Degree or equivalent in a related discipline
  • At least 2 years of relevant working experience, preferably in Human Resource
  • Able to handle high volume of transactional works
  • Good understanding of common HR practices and Employment related legislation
  • Proficient in Microsoft Office applications (i.e. Word and Excel)
  • Strong organizational and time management skills
  • Possess good interpersonal and communication skills
  • Proficient in WorkDay HCM is an advantage
