Job Description Summary

The Payroll Tax Manager is responsible for managing a team of payroll tax who perform all aspects of collecting, paying, and reporting of payroll taxes and garnishments, for multiple companies, in an outsourcing environment. The Payroll Tax Manager reports to the Director of Payroll Services and is a key part of the overall payroll/tax/garnishment outsourcing operations group.

Essential Functions/Duties/Responsibilities

  • Identify and analyze business needs and requirements
  • Create and document processes and procedures relating to daily, quarterly and annual tax processing and garnishment processing
  • Manage quarterly and annual tax filing processes including printing and filing of quarterly and annual tax forms and forms W2 on behalf of customers
  • Manage the timely handling and resolution of customer issues including handling customer escalations
  • Perform and document Root Causes Analysis and implement remedial procedures to close gaps identified
  • Manage the timely handling and resolution of tax notices with agencies on behalf of customers including abatement requests
  • Work closely with Payroll Manager to deliver excellent customer service related to the entire payroll process
  • Frequent direct customer contact customer relationship initiation and maintenance
  • Ensure delivery of high quality services and products to clients
  • Manage audit tasks and controls required for the annual review period
  • Research and resolve bank reconciliation items – explaining any discrepancies with the customer and obtaining missing funds or credits due
  • Manage HR and Performance Appraisals for employees including employee 1:1 training, goal setting and professional development plans

Qualifications and Experience

  • 8+ years’ experience in payroll/payroll tax operations in a multi-company, multi-state organization, preferably in an outsourcing environment
  • 3+ years managing payroll/payroll tax operations, preferably in an outsourcing environment.
  • Related experience using ACH Credit, ACH Debit and check methods for payments and collections of payroll taxes and garnishments
  • Must be organized, detail-oriented and have strong written and verbal communication skills
  • Previous experience working with ERP HR/Payroll systems
  • Strong passion for customer service

Preferred Skills

  • Bachelor’s degree in Business, Accounting, Finance or MIS
  • Certified Payroll Professional (CPP)
