Summary of Duties

As a Senior Human Resources Manager, you will:

  • Maintain a work environment that respects, understands, and honors the lived experiences of our clients, colleagues, and the communities we serve.
  • Lead a dedicated team of managers who directly report to this role and provide professional classification analysts and recruiters. Manage the agency's classification and compensation, recruitment, affirmative action and diversity outreach programs with an equity perspective.
  • Oversee the development of Workday Team tracking systems that identify and address key gaps in program service delivery.
  • Serve as a policy advisor to executive leadership to formulate recommendations, policy decisions and strategic action plans, and participate in long-range policy planning and development.
  • Evaluate the quality of classification/compensation and recruitment services; and where appropriate, create, modify or eliminate policies/protocols, practices, for which ODHS has ownership, to enable HR to be adaptive in its service and response to staff.  Where ODHS sees further advocacy at the statewide level, we will continue to seek discussions with appropriate representatives.
  • Actively engage in the execution of action plans to address organizational strategic priorities, goals, and objectives by working with leaders/managers of Classification & Compensation, Recruitment, and Workday units.
  • Provide consultation to management in areas of Recruitment, Workday and Classification & Compensation.  
  • Collaborate with all areas of Human Resources, Office of Equity and Multicultural Services, Field, and Budget that intersect with recruitment and classification/compensation including Workday (State’s HRIS – Human Resource Information System), Labor and Employment Relations, and Position Managers and managers of Classification & Compensation, Workday, and Recruitment reporting to this role.

Minimum Qualifications

A valid driver’s license and acceptable driving record are required for this position.

  • Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor's degree in a related field.

  • Program Knowledge and Understanding of Data: Operationalizing equity into the fabric of Human Resources’ daily functions so it becomes part of the work and the culture. Understanding of Workday Enterprise Management or a similar human/financial capital management software. Expertise in data reporting through SmartSheets or similar project management software with a deep understanding of workforce dynamics to enhance performance and engagement ensuring that every decision is backed by robust analytics.
  • Management Style/Leadership: Analyzing complex sensitive issues and situations; identifying alternative solutions; and implementing recommendations in support of strategic priorities, goals, and policies. Build and manage teams of managers and direct reporting staff members and empower them to do their jobs with autonomy and team collaboration.
  • Community Partnership and Engagement Through Trauma Informed Lens: Collaborating across a large organization (11,000+ employees) with multiple organizational systems and programs that directly impact the lives and well-being of diverse communities. Understanding and experience to consider and appreciate multiple perspectives, backgrounds, and values and integrate them throughout the organization, creating opportunities to achieve organizational goals effectively. 
  • Communication Skills: Excellent interpersonal and intercultural communication in a fast-paced diverse organization that includes convening groups, balancing interests and building collaboration to support initiative. Analyze problems, identify alternative solutions, and implement recommendations in support of strategic initiatives and organizational goals.

Working Conditions

  • Remote work or alternative work location will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
  • This position requires the incumbent to work a professional work week where the hours of work fluctuate on a daily and weekly basis.
  • Fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues.  Occasional overnight travel may be required. 
  • Occasional travel requires that the incumbent have a valid driver’s license or an alternative form of transportation.
