RAND is seeking a Manager, Finance General Ledger who will be responsible for

coordination and manages of the day- to- day activities of the General Ledger Team within Finance.  This role provides professional, administrative, and technical financial support to the Finance Department and ensures ongoing compliance with GAAP, FAR, CAS, and other government laws and regulations.

Responsibilities include but are not limited to:


  • Lead all aspects of General Ledger use of the Workday financial system including defining business workflow processes and improvements.

  • Develop, implement, and monitor policies and procedures to ensure compliance with laws, regulations, and best practices. 

  • Determine staff level, interview/hire new employees, ensure appropriate training plans, counsel employees, and take appropriate disciplinary action. 

Audit Management

  • Lead the interim and annual financial statement audit and coordination request for information.

  • Collaborate with others on periodic updates of RAND’s DCAA disclosure statement. 

  • Lead other audits as necessary, including but not limited to the VEBA financial statement.

  • Support Regulatory Reporting as needed for DCAA audits.

  • Collaborate with others on periodic updates of RAND’s DCAA disclosure statement. 

  • Manage fund accounting activities related to investment portfolio (over $250M) in conjunction with Treasury.

  • Proactively monitoring emerging GAAP, FAR and CAS pronouncements and updates, advise Management on related accounting and potential business implications.

General Ledger

  • Manage the general ledger team regular close process, including cash application, review of the balance sheet (G/L reconciliations),  tuition accounting / reporting, review journal entries, and coordinate with other internal constituents regarding transaction recording.

  • Develop and implement strategies to enhance operational efficiency and quality of the regular general ledger activities.

  • Manage international accounting, including intercompany revaluations, reporting and journal entries.

  • Oversee the preparation and review of accounting reports including providing flux analysis and outlook information.

Required Qualifications

  • Demonstrated ability to make informed decisions, manage and prioritize workload and meet deadlines independently

  • Excellent written / verbal communication and interpersonal skills

  • Aptitude to perform technical accounting and detailed work with a high degree of accuracy

  • Advance knowledge of Excel required with experience with large data set

  • Proven problem solving and critical reasoning skills

  • Proven track record of collaborating on interdisciplinary teams

  • Thorough knowledge of PC required

  • Experience with the Workday ERP, a plus


  • Knowledge of RAND procedures and practices

  • Experience in non-profit accounting strongly preferred


BA/BS required

CPA or working towards CPA a plus


6 years of related experience minimum

5 years supervisory experience minimum


This position may work from the following RAND locations: Santa Monica, Pittsburgh, and Washington, D.C. with Santa Monica preferred. This position offers a flex work arrangement with a mix of time in the office and working from home.
