RAND Research Financial Operations has an exciting opportunity for a Research Operations Administrator to support the Disaster Management and Resilience (DMR) program within the Homeland Security Research Division (HSRD). This individual will be responsible for assisting the Department of Homeland Security and the broader emergency management community in identifying strategies to mitigate, plan for, respond to, and recover from natural and man-made disasters, hazards, and catastrophic incidents. 

Using discretion and independent judgement, the successful candidate will work with the HSRD management team to oversee projects to ensure they are completed in a timely fashion and within budget.  Plan and designate project resources, oversee budgets, monitor progress, and keep sponsors and leadership informed the entire way. 

Duties and Responsibilities:

  • Develop and manage program and project schedules, ensuring timelines are met, and project leadership and staff are on schedule;

  • Predict resources needed to reach objectives and manage resources in an effective and efficient manner;

  • Oversee project costs to meet spending and revenue budgets, track spending rates, labor charges and subcontractor payments;

  • Provide project updates on a consistent basis to program leadership about strategy, adjustments, and progress;

  • Measure project performance to identify areas for improvement;

  • Track deliverables throughout the QA/Pubs process;

  • Collaborate with internal and external partners, cultivating and maintaining long-lasting professional relationships;

  • Facilitate communication between sponsors, program and project leadership and project staff;

  • Manage multiple calendars, schedule, and coordinate internal and external meetings, and proactively addressing conflicts;

  • Navigate security, clearance, and disclosure challenges, ensuring confidential and sensitive information is safeguarded, following proper protocols in accessing and/or sharing;

  • Track DMR program financial goals, using Workday reports to track budgets, revenue, and sales numbers to meet fiscal year goals;

  • Review contract language for projects and contractors, flagging items that could result in issues after contract execution;

  • Provide high-level client engagement with sponsors and external partners, regularly communicating with sponsors, program and project leadership, and team members via phone, email, and in-person;

  • Provide input and recommendations on how best to manage project deliverables and timelines; and 

  • Other duties as assigned

Education

  • Bachelor’s degree required

  • Master’s degree preferred

Experience

Minimum of 3 years of experience with a preference of at least six years of experience. Experience should include demonstrated leadership through one or more of the following activities:

  • Mentoring or developing junior staff members

  • Supervising project tasks and team members

  • Project management

  • External stakeholder engagement

  • Communicating analysis results to external audiences

Security Clearance

U.S. Citizenship is required to obtain DHS Fitness, which entails a U.S. Government background investigation.

Salary Range

$71,000 – $105,400

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
