RAND Project AIR FORCE is seeking a Research Operations Administrator (ROA) who will serve in the division Quality Assurance Coordinator role and be responsible for executing a wide variety of detail-oriented activities within the Division. Under the general direction and supervision of PAF management, the ROA will perform various tasks related to operations including, but not limited to:

Support to the administration of PAF’s publication and quality assurance (QA) process, including:

  • Coordinate with Program AA’s all intake of documents going into QA

  • Liaise with QAM in assigning External and Internal reviewers and coordinating the QA process deadlines 

  • Support generation of subcontracts and payments with external peer reviewers and coordinate external review process

  • Maintain and regularly update QA tracking databases including schedules, status updates, and records

  • Alert stakeholders to upcoming deadlines

  • Support public release requests and report publication and dissemination processes

  • Collecting data for various reports and providing basic qualitative and quantitative analysis

  • Monitor the QA budgets and provide status updates to the QA manager

The ROA will work closely with the Project AIR FORCE Quality Assurance Manager (QAM), Division production editor, and other supporting elements in the QA and publications process. The PAF QA process will include “one-pagers,” the Essential Findings collection, infographics, tools, and other alternate forms of research communication. The ROA will also provide support and guidance to RAND research staff on the QA process.  The ROA may also serve as a backup for other operational components within the Division when required, as well as engage with other ROAs, Research Financial Administrators, and administrative assistants to facilitate any operational aspects of the Division’s financial obligations and requirements. 

Required Qualifications

  • Ability to communicate clearly with tact and diplomacy with internal and external parties at all levels. 

  • Excellent problem-solving and process management skills and attention to detail – Proactive with ability to prioritize time-sensitive tasks

  • High level of discretion, integrity, and organization is critical due to the sensitive nature of the data and processes involved. 

  • Consistently meets deadlines, is comfortable working patiently with people at all levels, ability to multi-task and work as part of a highly cooperative team spanning RAND’s offices and time zones.

  • Required technical skills:  advanced Excel skills (including working with formulas), Outlook, Word, SharePoint, Teams

  • Ability to learn and manage Kanboard (our internal QA tracking database)


  • Working knowledge of Workday


  • Minimum 1 year of high-level administrative support experience; 3 years preferred


  • BA/BS degree preferred

This position requires the ability to obtain a security clearance (TS/SCI) through the Department of Defense.
