The Homeland Security Research Division (HSRD) is seeking a Research Operations Administrator (ROA) who will serve in the division Associate Quality Assurance Coordinator role and be responsible for executing a wide variety of detail-oriented activities within the Division. Under the general direction and supervision of HSRD management, the ROA will perform various tasks related to operations including, but not limited to:

  • Support to the administration of HSRD’s publication and quality assurance (QA) process, including:

  • Scheduling support for interactive QA review sessions and the Research Quality Assurance Manager

  • Support generation of subcontracts with external peer reviewers and coordinate external review process

  • Maintain QA tracking database including schedules, status updates, and records

  • Alert stakeholders to upcoming deadlines

  • Serve as backup to Quality Assurance Coordinator

  • Record meeting minutes 

  • Support public release requests and report publication and dissemination processes

  • Collecting data for various reports and providing basic qualitative and quantitative analysis

The ROA will work closely with the Quality Assurance Coordinator, the Research Quality Assurance Manager (RQAM), Division production editor, and other supporting elements in the QA and publications process. They will also provide support and guidance to RAND research staff.  The ROA may also serve as a backup for other operational components within the Division when required, as well as engage with other ROAs, Research Financial Administrators, and administrative assistants to facilitate any operational aspects of the Division’s financial obligations and requirements.

  • High level of discretion, integrity, and organization is critical due to the sensitive nature of the data and processes involved. 

  • Consistently meets deadlines, is comfortable working patiently with people at all levels, ability to multi-task and work as part of a highly cooperative team spanning RAND’s offices and time zones.

  • Required technical skills: Excel, Outlook, Word, SharePoint, Teams

  • This position requires the ability to obtain Fitness suitability background investigation through the Department of Homeland Security 


  • Working knowledge of Workday


  • Minimum 1 year of experience; 3 years preferred


  • High school degree required

  • BA/BS degree preferred
