POSITION SUMMARY:  The Manager, Payroll Tax is responsible for the oversight and management of the Company’s payroll function. The Company’s payroll function includes garnishment processing, weekly and bi-weekly payroll processes for over 30,000 employees with multiple methods of payment, employment taxes, integration with Kronos Time and Attendance system, as well as initiatives related to taxation and processing of special bonuses and special assignments.

PRINCIPLE RESPONSIBILITIES: 

  • Manages all aspects of payroll operations for a Fortune 300 company with over 30,000 employees.
  • Manages all aspects of the comprehensive payroll operation including, but not limited to, management of the vendor to oversee the appropriate production of all payroll calendars and processes, and accountability of the payroll processes and procedures.
  • Partners with the finance department to meet the Company’s needs regarding payroll payments, cash flow, and payroll related accounts for reconciliation and manages all controls to accurately maintain these procedures.
  • Leads and coordinates all aspects related to payroll taxes, which includes partnering with the internal tax department and unemployment tax vendor.
  • Directs the payroll activities of the payroll team and influences and regulates payroll activities throughout the Company.
  • Develops and controls all tasks necessary to accomplish the Company’s payroll processing objectives including all auditing functions.
  • Maintains current knowledge regarding payroll practices and regulations related to system technology and relevant Federal, State, and Local government regulations; regularly communicates regulation changes to applicable Company representatives.
  • Represents the payroll team and serves as a payroll expert in all acquisition or divesture activity related to payroll.
  • Partners with the Director, Payroll to develop and execute payroll strategy.
  • Provides leadership and mentoring to the payroll team members. Manages employee performance and development.
  • Collaboratively works with cross functional leadership teams to represent the payroll function across Human Resources, Finance, IT and Labor Relations on strategic department and corporate initiatives.
  • Selects and develops top talent for the corporate payroll team and continuously focuses activities on employee engagement. Works with the field to continually improve the quality of the payroll talent in the Company’s field operations via training and engagement activities.
  • Develops short and long term goals and opportunities for continuous improvement for payroll operations success.
  • Develops and maintains all payroll policies and procedures for the Company.
  • Coordinates communication plans regarding related payroll items for the Company.
  • Responsible for the communication, development and education of field payroll administrators for consistent operations and procedures across the organization.
  • Acts as Company lead on payroll audits, conducted by internal and external auditors.
  • Performs other job-related duties as assigned or apparent.

QUALIFICATIONS: 

  • Bachelor’s degree in Finance or related field.
  • Certified Payroll Professional designation from the American Payroll Association.
  • Experience in Workday Payroll or ADP Smart Compliance preferred.
  • Experience working with large, collectively bargained employee population and managing multiple structures of rules and practices preferred.

MINIMUM QUALIFICATIONS: 

  • Minimum of 5 years of experience managing in a highly automated, multi-state payroll environment.
