Reporting to the Director of Talent Acquisition, the Manager, Recruiting will lead a team of recruiters to develop & implement flexible Talent Acquisition (TA) strategies. This role is heavily focused on optimizing the use of TA technology; developing, synthesizing and reporting key TA metrics; and providing excellent candidate and hiring manager experience. This role in conjunction with HR business partners, will collaborate with key stakeholders across the organization, and identify opportunities to enhance TA advisory capability. This role will lead and participate in recruiting process standardization, documentation and process improvement initiatives vital to the success of our organization goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Oversees the recruitment process and operations to ensure a pipeline of qualified candidates, robust screening practices, and streamlined compensation review are followed. Oversees the direct recruitment efforts for all management levels within the enterprise and ensuring recruitment goals are achieved.
2. Builds and maintains strong relationships with the enterprise operations Hiring Managers; identifying their talent needs, ensuring strong communication and implementation of measurable deliverables. Partners with internal HR partners to provide effective thought-leadership in the Talent Acquisition domain and real-time solutions to Hiring Managers. Partners with the Onboarding team, ensuring new hire experiences that align with organizational vision and values.
3. Maintains a strong focus on continuous improvement of the TA function, collaborating with stakeholders to implement processes, policies and system (ATS) enhancements that promote compliance. Develops, analyzes and reports on key TA metrics with stakeholders across the organization e.g. headcount to budget, cost per hire, hiring cycle time, quality of hire, etc. Â
4. Partners with Marketing and Communications teams to create stories that enhance employer branding while overseeing external community and campus recruiting partnerships to identify and organize recruiting events (diversity events, job fairs, information sessions, university recruitment, etc.
5. Performs other duties as assigned to support the efficient operation of the department.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
 EDUCATION, EXPERIENCE AND QUALIFICATIONS
- Bachelor’s degree in Human Resources, Business Management or related field required.
- Minimum of 5 years of direct and progressive work experience in full life cycle recruiting within a corporate environment required.
- Minimum of 3 years of Supervisory Experience required.
- Prior experience within the Gaming/Hospitality industry is preferred.
- Prior experience in optimizing TA processes and reporting capability with an Applicant Tracking System. Experience with Workday ATS is highly preferred.
- Related, relevant, and/or direct experience may be considered in lieu of the minimum educational requirements indicated above.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
- Analytical skills and ability to work with tools, metrics, data, and trends to drive performance and provide insights for senior leadership. Experience managing business outcomes through a data-centric approach to identify areas of opportunity.
- Experience managing the full life cycle talent acquisition strategy to include short and long-term recruitment planning, resource allocation and deployment, hands-on leadership of a team, performance metrics, Applicant Tracking System, social media, resume databases, reporting, employment branding and EEO compliance.
- Demonstrated success in environments that require significant influence and partnership to accomplish recruiting agendas. Proven ability to develop strong internal client relationships, leveraging strong consultative skills and communication.
- Experience in defining and executing candidate sourcing, attraction, outreach, and lead generation strategies through various channels to meet high volume, professional and executive recruiting objectives.
LICENSES, CERTIFICATIONS AND REGISTRATIONS
- At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
- No Driving Responsibilities: Role does not require a driver’s license or insurance.

- Primary work environment is in a climate-controlled office setting.
- Work requires travel to attend meetings, trade shows, and conferences.
- Incumbents may be required to work evening, weekend and holiday shifts.
- Must be able to work in a fast-paced, high-demand environment.
- Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.
- Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.Â
- Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.
- Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.
- Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.
- Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.
- Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
- The employee may be exposed to fumes or airborne particles including secondhand smoke.
