Responsible for understanding in detail the intersection of theory and practical application of HR systems, policy, and practice in the context of HR service delivery.  Supports ongoing service delivery via developing, documenting, training, reinforcing, and evolving best practices. Governs enterprise execution via metric development and monitoring.  Builds deep subject matter expertise, applies critical thinking skills, innovation, and strategic thought to problem solve and improve TM experience and service delivery through process improvements and optimization, technology enhancement and automation ideas and the intersection of both. Partners across the enterprise to drive ideas forward and implement change.


  • By developing and leveraging subject matter expertise and operational knowledge, influences and contributes to enterprise process build and improvement prioritizing automation, centralization execution where possible, and standardized decentralized execution where necessary; Documents process steps to enable centralized operational teams to execute HR work, ensuring centralization is scalable and well governed.
  • Through the lens of TM and HR experience, represents operational expertise as active participants in enterprise projects—new inititiatives, cyclical processes and process evolution.  Promotes and influences understanding of operational implications and opportunities and plays a key role in process development. 
  • Monitors enterprise execution as it pertains to the desired outcome of each process, prioritizing objective measures, incorporating subjective measures where necessary.  Develops metrics where necessary.  Takes proactive steps to continually improve operational execution whether centralized or decentralized.
  • Trains core operational teams within the shared services environment in theory of process and technology and how that intersects with process specific application.  Responsible to ensure centralized execution is facilitated and all work items completed with a high level of quality and production.  Assists in developing broad knowledge within the centralized execution teams to better enable resolution at level 1.
  • Disseminates and communicates enterprise process changes to centralized shared services  operational teams to ensure they have appropriate context and understanding to complete their work.
  • Provides consistent, ongoing feedback and solutions to centralized shared services teams to improve client experience and increased efficiency in operations.
  • Leverages all responsibilities to connect dots between how HR technology and process is intended to work and how it is actually working in Target’s high volume environment. 
  • Responsible to surface issues, provide visibility and understanding to partners, offer solutions and drive needed change. 
  • Identify trends both within the centralized and decentralized enterprise environments drive continual improvement.  Act on enterprise opportunities in partnership with HR COEs and technology partners. 
  • Builds and maintains strong relationships within the shared services environment, with key HR COE and technology partners, and the HR generalist population.  Ensures partnerships are invested in, maintained and enhanced.
  • Special projects as assigned.


Reports Director, TII HR Startegy and Ops.  Works closely with all levels of leadership within HR Operational Services, global team members within the shared services environment.  Ongoing interaction and partnership with with field partners, clients, HR COE partners, HR Planning and Delivery teams, technology partners, Payroll, and vendors as appropriate and necessary.



  • MBA degree (Operations Mgt/ Project Mgt preferred) or 6+ yrs. experience in operation which should include 2+ years of experience in  HR
  • Strong working knowledge of HR functions, systems, processes and procedures and understanding of the HR ecosystem
