GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.

The Human Resources (HR) Business Partner performs advanced support in areas of HR management work and works with limited supervision with latitude for use of initiative and independent judgment.  Responsibilities include coordinating and administering the operation of an HR program and ensuring compliance with state and federal laws and regulations such as I-9 processing, workers’ compensation, maintenance of employee records, and posting requirements, recruitment and selection, classification, employee relations and leave issues for TDEM. This position reports to the Chief HR Officer (CHRO) and work is performed at the TDEM Headquarters located in Austin, Texas.

This position is not a telecommuting position. 

Final pay rate is commensurate with experience and will be determined by the CHRO.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs office work that is directly related to the HR management of the agency.

  • Ensures efficient and compliant administration in the posting, hiring, recruiting, leave, orientation, termination and/or retirement processes within WorkDay software system.

  • Assists with agency new hire orientation, processing, and onboarding.

  • Reviews personnel action requests and justification memorandums for accuracy, routes requests in DocuSign, and processes personnel changes in Workday.

  • Coordinates new hire onboarding efforts through Salesforce.

  • Assists in compiling and preparing reports and documents related to HR activities.

  • Assists in conducting studies regarding staffing projections and problems and may recommend actions.

  • Assists with the interpretation and application of policy and protocols.

  • Performs technical and administrative work in support of human resources programs to include selection, compensation, classification, employee relations, benefits, workers’ compensation, or organizational development.

  • Analyzes, develops and proposes solutions to issues by following procedures or applying policy.

  • Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms.

  • Performs credential verifications, background screenings, reference checks, I-9 and verifies documentation.

  • Processes employment verification requests.

  • Prepares and maintains employment files and posting files for accuracy and ensures compliance with applicable laws and regulations.

  • Reviews and responds to HR division email account daily reviewing items and routes to appropriate team members as needed.

  • May assist in improving offboarding process and conducting exit interviews.

  • Face-to-face and person-to-person interactions are required. 

  • Maintain a regular course of attendance during assigned work schedule and work extended hours when needed. 

  • Currently no travel obligations but may assist with agency conferences as needed.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education – Bachelor’s Degree. Equivalent combination of relevant education and experience may be substituted as appropriate with thirty (30) semester hours equivalent to one year.

Experience  –  One (1) year of HR related experience.  Preference will be given for two (2) or more years of experience within the HR program areas of recruitment, hiring and onboarding new hires within a state agency.

Preference for bachelor’s degree, Excel and PowerPoint proficiency, I-9 processing, and familiarity with WorkDay.

*Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience. 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of HR management principles and HR programs such as compensation, employee relations.

  • Knowledge of Fair Labor Standards Act (FLSA) and Health Insurance Portability and Accountability Act (HIPAA) provisions. 

  • Knowledge of DocuSign processes.

  • Skill in oral and written communication.

  • Skill in using a computer. Proficiency in Word and Excel.

  • Skill in multi-tasking, prioritizing and organization.

  • Ability to create PowerPoint presentations and informative web content focused on HR topics.

  • Ability to multitask and handle competing timelines.

  • Ability to execute critical thinking when analyzing situations.

  • Ability to maintain confidential and sensitive information.

  • Ability to maintain regular schedule of attendance.

  • Ability to communicate with tact and diplomacy. 

REGISTRATION, CERTIFICATION OR LICENSURE:

Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
