Salary full-time FTE:
Hiring Range $93,327 – $116,659
Full Salary Range $93,327 – $151,655

Where You Will Work:

UCAR – Located in Boulder, Colorado, University Corporation for Atmospheric Research (UCAR) serves and participates in a collaborative community of researchers and educators who are dedicated to understanding the atmosphere — the air around us — and the complex processes that make up the Earth system, from the ocean floor to the Sun’s core. UCAR manages the National Center for Atmospheric Research (NCAR) on behalf of the National Science Foundation and the university community.

UCAR is hiring an HR Strategic Partner – Flexible Work to  manage and administer its flexible working program. This  new role will play a strategic role in designing and managing  the future of UCAR’s workforce. Once the flexible working  program has been designed this role will manage the flexible  working program as well as oversee the employee  engagement for UCAR’s remote workforce ensuring an  enduring impact on UCAR’s working culture.

What You Will Do:
Oversees the UCAR flexible workforce program for employees working across the United States. Acts as a consultant to  employees and supervisors in order to navigate flexible work policy and procedures. Responsible for remote workforce employee  engagement and working culture initiatives. Coordinates with Legal and external vendors to apply relevant state and local HR  regulations.. Responsible for maintaining and updating administrative processes for flexible work including document retention  requirements. Assists remote employees with HR questions and other questions pertaining to their locations. Participates in bigger  projects, including strategic and operational projects, as requested.
 

Responsibilities:
 

Flexible Working Program Management: 

  • Drafts policies and procedures related to the remote workforce program 

  • Interprets the remote workforce program policies 

  • Responsible for strategic initiatives related to UCAR’s remote workforce, including recruitment,  onboarding, retention, and engagement 

  • Trains all relevant staff in remote workforce policies and best practices for managing both remote  workforce and hybrid workforce 

  • Resolves all new hire remote and fully remote issues with appropriate support from hiring manager,  Workday team, Legal (if applicable) and direct manager 

  • Provides input on performance management for remote and hybrid workers

Flexible Working Program Administration: 

  • Provides outreach and serve as the first point of contact for employees with respect to HR-related questions  and issues 

  • Ensures all required documentation is input into HRIS system and/or saved to other locations as appropriate

  • Handles administrative tasks as related to remote employees 

  • Manages the appeal process in conjunction with UCAR/NCAR managers 

  • Interprets organization policies and procedures and provides guidance to employees and management

  • Develop and implement Training and tools (in conjunction with Talent Learning and Development) for employees and managers as related to remote workforce 

  • Draft and maintain remote workforce policies and procedures 

  • Maintains, organizes and updates remote workforce data records as needed.  

  • Develops and monitors flexible work metrics 

  • Performs special studies, projects and tasks as assigned 

  • Maintains master list of employee location data 

  • Completes required state filings and/or coordinates with other responsible parties to ensure applicable state  regulatory filings are completed (such as state individual healthcare mandate reporting, etc.)

Field Site Compensation & Benefits Coordination 

  • Works with relevant stakeholders, including benefits analysts, administrators, and program directors, to  coordinate field site-specific compensation and benefits offerings and programs, including assisting with the drafting  and maintenance of processes and procedures for any field site-specific compensation and benefits offerings.

  • Provides information to employees working at field sites about any field-site specific compensation and  benefits offerings and programs, including drafting employee-facing materials and answering employee questions. 

Flexible Working Culture 

  • Acts as a consultant to leadership on the monitoring and development of UCAR’s working culture.

  • Provides assessment and advice to ensure UCAR remains an employer of choice.

  • Develops programs and policies to develop culture aligned to UCAR/NCAR’s mission

  • Develops and monitors flexible work metrics to ensure expected outcomes are being achieved. 

  • Other:
    Provides backup support to the HR Total Rewards team, including with administration of FMLA and ADA as  needed, as well as assists with special projects, including but not limited to Annual Open Enrollment, Benefits and  Health Fairs, and Compensation projects. Works on other HR projects as directed.

What You Need:

Education: Bachelor’s degree from an accredited college or university with major course work in Human Resources Management or a  related field.

Experience: Minimum of 10 years of progressive and diversified Human Resources experience with emphasis in employee relations, HR  compliance, compensation, and/or benefits.

Knowledge/Skills/Abilities

Required

  • Exceptional interpersonal skills, including written and verbal communication, diplomacy and tact, leadership skills, ability to maintain absolute confidentiality, and a positive, professional, and approachable demeanor

  • Prior HR business partner or strategic HR partner experience required. 

  • Proficiency with the Microsoft Office Suite to include Word, Excel and PowerPoint; Google Suite, docs and gmail preferred.

  • Experience with HRIS such as Workday 

  • Ability to analyze data, identify trends and recommend solutions  

  • Must be adaptable and able to prioritize and quickly change focus in response to new and changing priorities and direction

  • Well-organized with a strong attention to detail and the ability to meet deadlines 

  • Must exhibit leadership skills, be self-directed and self-motivated and able to work with minimal supervision Creativity in initiating positive employee experiences and outcomes 

  • Ability to set measurable goals and achieve good workflow and output quickly, while maintaining high quality result

Desired

  • Experience managing flexible work programs

  • Good working knowledge of State and Federal employment laws to include Title VII, ADA, FMLA, ADEA, etc.
