Job Description Summary
The Division of Business Services (BSD) is looking for an Associate Director of Human Resources with deep experience influencing and impacting diverse and dynamic portfolios through effective management (both proactive and reactive) of a wide range of labor and employee relations issues. This person will be accountable for working with employees across multiple departments, building trusted relationships quickly, and leading with empathy, compassion, and creativity as a business partner to the service lines while ensuring a fair and just workplace culture is maintained within the division.
The Associate Director of Human Resources is a well-rounded professional who oversees and supports the division’s human resources responsibilities and activities in close collaboration with the Executive Director of Business Services. This role serves as the Senior Human Resources Business Partner for the division and is required to understand the nuances of the division such that the Business Partner can effectively demonstrate and articulate the linkage of all HR initiatives and interventions with the achievement of desired organizational outcomes (both strategically and operationally). The Associate Director serves as a key strategic partner in coaching & counseling organizational leaders on complex employee & labor relations issues while ensuring compliance with University policy & labor and employment laws/regulations. The Associate Director will provide coordination of the talent acquisition life-cycle process for assigned client areas, as necessary. This position actively promotes initiatives and programs that increase employee visibility, connectedness, recognition, and active participation with a focus on fostering positive relationships and open communication with all members of the BSD community. The Associate Director of Human Resources is never compromising on service delivery standards and constantly serves as a steward for the function through every interaction, every day.
In their absence, this role serves as the backup for the Executive Director at a Divisional level and may be delegated as a functional representative to attend meetings and as a representative in larger-scale university initiatives.
Job Description
What You’ll Do:

Serve as the primary contact for HR inquiries, offering expert guidance and escalation support.

Lead employee and labor relations efforts, providing advanced policy interpretation and problem-solving for management and staff.
-
Play a key role in labor relations strategy, maintaining strong relationships with three labor unions, and managing quarterly Labor Management forums.
-
Provide coaching to managers on performance management, evaluations, goal setting, employee engagement, reorganizations, corrective actions, and terminations.
-
Stay current with Penn and BSD HR policies, applying them proactively to offer insightful advice and creative solutions.

Ensure the completion of all staff's annual BSD compliance training.
-
Mediate first-step grievances, ensuring compliance with collective bargaining agreements (CBA) and Penn policies while facilitating fair and productive outcomes.

Offer coaching to operational leaders on labor matters, restructures, and terminations.
-
Conduct thorough investigations and manage complex employee relations cases, ensuring appropriate follow-up and resolution.

Collaborate with managers on talent acquisition strategies that align with Penn’s values, ensuring compliance with employment law and partnering with Central Talent Acquisition. Participate in local career fairs and hiring events to expand the talent pipeline.

Champion a seamless and engaging onboarding process, guiding new employees through their introductory periods.

Oversee Penn Dining’s HR vendor team, ensuring their processes align with Penn policies and labor strategies.

Assist with compensation processes, including salary adjustments, reclassifications, and the merit planning process.

Ensure accuracy in compliance reporting and lead efforts to meet legal and regulatory standards.

Serve as BSD’s Compliance Officer representative, collaborating with the Office of Affirmative Action as necessary.

Partner with leadership to redesign and deliver innovative employee programs focused on engagement, development, and retention.

Assist with BSD HR-led workshops and special projects as needed.

Requirements:

Education & Experience: A Bachelor’s Degree and 3 to 5 years of related human resources experience as a Business Partner or an equivalent combination of education and experience. A minimum of 3 years of hands-on experience in Labor Relations within a bargaining unit setting, including direct experience interpreting Collective Bargaining Agreements. Experience in collective bargaining negotiations is preferred.

Ability to interpret and analyze data effectively, with experience leading projects.

Extensive experience in HR functions, including labor and employee relations, classification and compensation, job analysis, recruitment and retention, affirmative action, organizational/talent development, employee engagement, communications, and investigations.

Proficiency with HR systems is required, with a strong preference for those with deep Workday experience.

Preferred Qualifications:

Applicable HR certification(s), experience in an academic setting, and prior managerial experience are a plus.
