Job Description Summary
The Manager, Human Resources reports to the Senior Director and is responsible for a wide range of Human Resources activities including, but not limited to all aspects of staffing and employment. This position is part of the Human Resources team and will drive employee branding, recruitment strategy with an emphasis on diversity, building candidate relations and filling critical vacancies. This position will also assist the HR division with projects as needed.
Job Description
Responsibilities may include:
•Develop, recommend and implement recruitment strategies to fill vacancies at the managerial and non- managerial level
•Build applicant sources by researching and contacting community services, diverse groups, colleges, employment agencies, recruiters, media, and internet sites
•Establish strong working relationships with Authority managers and supervisors and provides technical assistance and guidance on such issues recruitment and selection
•Serve as liaison to Hiring Managers in the maintenance, implementation, usage and improvement of on- line recruitment system
•Ensure available positions are posted in accordance with Authority guidelines
•Review resumes to ensure minimum qualifications are met before referring to hiring manager
•Actively search resume databanks to identify passive applicants
•Represent the SCA at job fairs in an effort to attract viable candidates
•Coordinate all steps in the employment process including, but not limited to:
•Ensure necessary approvals before contacting selected candidate
•Prepare and receive authorization of salary recommendation
•Review of Employment Applicant package and ensure background checks are completed
Prepare employment related documents (i.e. appointment letters and
welcome memos) and participates in on-boarding and orientation.
•Provide stakeholders with appropriate notification and information on new hires, promotions, demotions, leaves and terminations.
Weighted consideration will be given to applicants with:
•Previous experience recruiting through LinkedIn and other recruiting platforms strongly preferred
•Five plus years of experience in talent acquisition
•Good understanding of employer branding strategies and plan execution
•Strong background in diversity recruitment
•Workday Recruiting experience
•Critical thinking and problem solving skills
•Detail oriented with strong organizational skills with ability to multi-task
•Excellent time management, organizational and communication skills
•Ability to travel to job fairs and college recruitment events
BACKGROUND
The New York City School Construction Authority (SCA) is the organization responsible for designing and building new public schools and managing the design, construction and renovation of capital improvement projects in New York City’s more than 1200 school buildings. The SCA is dedicated to building and modernizing schools in a responsible, cost effective manner while achieving the highest standards of excellence, safety, quality and integrity.

Salary Range: $91,193.00 – $130,000

Work Experience
Six years of full time experience in human resources administration, administration of collective bargaining agreements, benefits and pension, recruitment and employment, classification and compensation or training; three years must have been in an administrative or managerial capacity or a satisfactory combination of education and experience. Preference: Weighted consideration may be given to those candidates with a degree in Industrial or Labor Relations, Law, Human Resources or a related field.
